Regular membership in NATEODA is open to individuals who meet any of the following criteria:
- Military EOD school graduates: Graduated from the Naval School Explosive Ordnance Disposal at Indian Head, Maryland, or Eglin Air Force Base, Florida; were awarded the EOD badge and military occupational specialty in any branch of the U.S. Armed Forces; and can provide evidence of honorable military service.
- Military EOD personnel who qualified without attending EOD school: Were awarded the EOD military occupational specialty and assigned to military EOD duties without attending a recognized military EOD school, served honorably in any branch of the U.S. Armed Forces, and can provide evidence of honorable military service.
- Public Safety Bomb Technicians: Effective September 15, 2022, graduated from the Hazardous Device Course at Redstone Arsenal, Alabama, and currently work or previously worked as a bomb technician.
Regular members may attend Association meetings, vote on Association business, and serve as Association officers and Board members.
